POSITION SUMMARY: The Senior Manager, HR Program Management is responsible for providing managerial support to strategic Human Resource programs and projects. The Senior Manager, HR Program Management contributes to managing the HR project portfolio to ensure effective project coordination and reporting across the entire HR department. This position closely interfaces with HR leadership, project managers, BTO and other stakeholders over the progress of the various programs. The scope of work includes considerably complex programs and projects that may impact the entire organization as well as efforts with department or functional level impact. Key areas of focus include project management, organizational change management, strategic executive support, establishing HR standards and assisting others with the project management function.

PRINCIPLE RESPONSIBILITIES:

  • Provides leadership and oversight for HR programs and projects. Provides project teams with expertise and direction, with teams consisting of a mix of both full-time, vendors and contractor staff.

  • Provides input to resource plans, budget planning and tracking. Manages project to achieve target scope, schedule and cost and to ensure alignment to department goals and Corporate strategy.

  • Manages critical cross-functional Human Resource Projects with responsibilities including development and maintenance of the work breakdown structure, charter, issue and risk management log, status reports, budget tracking tools and resource management plan.

  • Collaborates with varying levels of indirect reports/resources and manages through influence. Uses capabilities to influence customers, stakeholders, and project managers to properly manage divergent expectations.

  • Assists with the creation and execution of a change management plan and strategy.

  • Develops and maintains resources for HR employees managing projects including templates and toolkits encompassing the project management methodology. Assists, trains and mentors resources on use of the tools and project management practices.

  • Assists senior HR leadership in the development and maintenance of the HR strategic roadmap. Includes assistance in assessment and prioritization of various investments quantifying both benefits and ROI.

  • Manages, collaborates and partners with the company’s BTO, other Republic departments, and external vendors.

  • Conducts periodic reviews to monitor milestone progress; identifies potential issues with key stakeholders and keeps HR leaders apprised of project status.

  • On a regular basis, assists in preparing complete and comprehensive status reviews on all project activities and issues for project sponsors and HR leaders.

  • Facilitates and assists in proper articulation and communication of accurate expectations of project progress, project prioritization and project delivery timelines.

  • Demonstrates and leverages strong strategic, business and financial acumen.

  • Ensures that all project managers follow HR project management processes and policies and that accurate and timely information is collected and reported regularly on project progress and financial status.

  • Performs other job-related duties as assigned or apparent.

QUALIFICATIONS:

  • Bachelor’s degree in Business, Engineering, Operations, or other similar, relevant disciplines or equivalent work experience.

  • Master’s Degree preferred.

  • Experience working in a project management office.

  • Project Management (PMP, PMI) certification or equivalent preferred.

  • Extensive knowledge of project management tools such as Microsoft Project Service, SharePoint, Clarity, PPM, Rally and MS Office.

  • Proficiency in partnering with business leaders to drive company strategies.

  • Ability to lead and work effectively with a broad cross function, external customers and vendors in driving organization change. MINIMUM QUALIFICATIONS:

  • Minimum of 7 years of experience with industry standard project management methodologies (Lean, PMBOK or a plus).

  • Minimum of 5 years of experience in managing enterprise level and/or multi-departmental projects to completion.
